<p style="margin: 0cm 0cm 0pt" class="MsoNormal"><font face="Arial">A new ‘what’s on’ guide to all the events and activities taking place at the nine Leeds City Council-managed museums and galleries is now available to be picked up for free at every venue as well as the Leeds Visitor Centre and tourist information centres in and around the city.</font></p>

<p style="margin: 0cm 0cm 0pt" class="MsoNormal"><font face="Arial">The guide gives details of what’s on where for families and young people to enjoy at the nine venues – Abbey House Museum, Kirkstall Abbey, Leeds Art Gallery, Leeds City Museum, Leeds Museum Discovery Centre, Leeds Industrial Museum, Lotherton Hall, Temple Newsam and Thwaite Mills Watermill – from now until the end of August.</font></p>

<p style="margin: 0cm 0cm 0pt" class="MsoNormal"><font size="3" face="Arial">“Your Moortown Liberal Democrat Councillors are keen to support community groups and the Highwood project is great because it brings about co-operation between three diverse groups. The result is an important environmental project but it has also resulted in many new and lasting friendships”.</font></p>

<p style="margin: 0cm 0cm 0pt" class="MsoNormal"><font size="3" face="Arial">The Friends of Highwood have worked hard to improve the small area of woodland between the Queenshills and the Highwoods over several years. They organise clean up days and act as guardians of this important green space. </font></p>

<p style="margin: 0cm 0cm 0pt" class="MsoNormal"><font size="3" face="Arial">Their hard work has returned a piece of woodland back to a major community facility. Because of their efforts and vision the woodland now attracts a wide variety of wild animals, birds and insects. <span> </span>This week work will start on some steps, timber edged and filled with woodchip, these step will make clean up days easier as well as making the woodland more accessible to local residents who just want somewhere quiet to walk. The work will cost £1,035 and is being paid for by their local councillor’s out of a capital funding pot they control.</font></p>

<p style="margin: 0cm 0cm 0pt" class="MsoNormal"><font size="3"><font face="Arial">An analysis of reports to the police of anti social behaviour identifies a hot spot in Meanwood around Parkside Crescent, Stainbeck Road and Stonegate Road.<span>  </span>This is an area that the police with continue to target because the area has also suffered 11 burglaries.<span>  </span>In almost all cased entry was gained by snapping of the Euro Profile Lock.<span>  </span>Property targeted was mainly electrical items such as IPods and laptop computers.<span>  </span></font></font></p>

<p style="margin: 0cm 0cm 0pt" class="MsoNormal"><font size="3" face="Arial">In the six weeks from week-ending 1<sup>st</sup> June 104 crimes were reported compared to 125 in the previous six week.<span>  </span>Recently Moortown residents surveyed has registered the highest satisfaction score in all the divisions of the West Yorkshire Force.</font></p>

<p></span><span style="font-family: Georgia" lang="EN"><font size="3">Only the Liberal Democrats want to abolish Labour&#8217;s tuition and top up fees. They believe that a good education should be available to every young person - regardless of how well off they are.</font></span><span style="font-family: Georgia" lang="EN"><font size="3"> </font></p>
<p></span><span style="font-family: Georgia" lang="EN"><font size="3">Liberal Democrats also want to make sure that young people are treated fairly. 			<content:encoded><![CDATA[<p style="margin: 0cm 0cm 0pt" class="MsoNormal"><font size="3" face="Arial">On Monday 22 June at 10.30am, Leeds <span> </span>joined hundreds of councils throughout the United Kingdom, the Channel Islands and the Isle of Man in raising a unique flag to support Britain&#8217;s first ever Armed Forces Day.</font></p>
<p style="margin: 0cm 0cm 0pt" class="MsoNormal">&nbsp;</p>
<p><font size="3" face="Arial">Flags will be flown the length and breadth of the country from the Shetland Islands to Land’s End and from Lowestoft (England’s most easterly point) to the Scilly Isles. </font><font size="3" face="Arial">The specially designed flags, based on the Union Jack, will be raised at 10.30am on Monday 22 June, in ceremonies across the country.  This marks the beginning of a week of events leading up to Armed Forces Day on Saturday 27 June.</font><font size="3" face="Arial"><font size="3" face="Arial">In addition to more than 450 local authorities, over 3000 members of the public, businesses and schools will also fly official Armed Forces Day flags to join the celebrations to honour Britain&#8217;s Armed Forces - past, present and future.</font></p>

<p style="margin: 0cm 0cm 0pt" class="MsoNormal"><font size="3" face="Arial">Armed Forces Day flags will also be flown where British Servicemen and women are serving overseas, including in Afghanistan, Iraq, Cyprus, Germany, Gibraltar and the Falkland Islands.</font></p>

<p style="margin: 0cm 0cm 0pt" class="MsoNormal"><font size="3" face="Arial">From 26 - 29 June, BIYF also opens up Leeds city centre for the spectacular BIYF Celebration Weekend.<span>  </span>As well as fun for young people aged 13 - 19, there will be a whole host of events and performances on offer for the whole family.<span>  </span>The Carriageworks, Leeds Art Gallery, Leeds City Museum, Hyde Park Picture House, the BBC, Northern Ballet Theatre, Yorkshire Dance, Phoenix Dance Theatre, Mediafish and First Floor at the West Yorkshire Playhouse are just some of the organisations involved this year. </font></p>

<p><font size="3" face="Arial">Metro and Leeds City Council are working in partnership to develop a bus-based rapid transit system for Leeds known as <stockticker w:st="on"></stockticker>NGT (New Generation Transport).<span>  </span>The <stockticker w:st="on"></stockticker>NGT scheme represents a major investment in the City of Leeds aimed at providing a high quality public transport system to support the Leeds’ economy, improve the local environment and relieve congestion.<span>  </span>It aims, along with other transport and public transport measures, to provide a step change in the way public transport operates within the City.</font></p>
<p><font size="3" face="Arial">Following the cancellation of the Leeds ‘Supertram’ in November 2005 by the Secretary of State for Transport, Leeds and Metro were encouraged by the Department for Transport to consider more economical and flexible bus based systems rather than a tram network.<span>  </span>The NGT scheme is being developed in response to this advice.<span>  </span>The system would transport people into Leeds City Centre and along key radial routes.<span>  </span>Dedicated lanes and priority at junctions would make journeys from park and ride sites at the City’s edge and key destinations faster and more reliable.</font></p>

<p style="margin: 0cm 0cm 0pt" class="MsoNormal"><font size="3" face="Arial">The Parliamentary Ombudsman&#8217;s report into the near-collapse of the private pension provider identified maladministration by various government departments. Despite a government apology, she has produced a report into the response entitled <em>Injustice Unremedied</em>.</font></p>

<p><font size="3"><font face="Arial">According to reports in the Brussels-based English language newspaper <em>European Voice,</em> Diana Wallis, the Liberal Democrat Euro MP, is the region&#8217;s best performing MEP, putting her ahead of her five Labour, Conservative and UKIP colleagues in Yorkshire &amp; the Humber. <span>In fact, Diana Wallis, an MEP since 1999, is placed 10th out of the entire complement of 784 MEPs across 27 EU states.</span></font></font></p>

<p style="margin: 0cm 0cm 0pt" class="MsoNormal"><font size="3" face="Arial">The article picked up an analysis of MEPs by the website </font><a href="http://www.parlorama.eu/"><font size="3" face="Arial">www.parlorama.eu</font></a><font size="3" face="Arial"> <span> </span>and is &#8216;based on ratings derived from a combination of attendance both at full sessions of the Parliament and Committee meetings and the number of reports, resolutions and written and oral questions&#8217;.</font></p>

<p>The success of the Leeds City Region in securing agreement to advance its proposals will enable the city region partner local authorities to support activity to minimise the impact of the economic downturn and accelerate economic recovery.<br />
The Partnership submitted its bid to become a pilot city region in late March, along with six other city regions across the country. The bid included proposals for greater powers and control over funding for areas such as housing, regeneration, innovation and skills and support to businesses adapting to changing economic circumstances.</p>

<p>To help encourage new parents and carers to try real nappies as an environmentally friendly alternative to disposables, Leeds City Council is giving one lucky baby a ‘birth to potty’ real nappy kit.</p>
<p>In one year alone the average baby can fill 12 wheelie bins with disposable nappies. In Leeds there are over 8000 births per year that equates to over 5000 tonnes of nappy waste, most of which ends up in landfill.</p>

<p><font size="3"><font face="Arial">The Budget was criticised for failing to give much needed help to those struggling in recession by refusing to back Liberal Democrat calls to cut income tax by £700 for the vast majority of people.<span>  </span></font></font></p>

<p><font size="3" face="Arial">“As the cost of food, heating, water and transport continue to rise, families in [YOUR AREA] haven’t been given any practical help by the Government.</font></p>

<p><span style="font-size: 10pt">The transformation of Leeds city centre is continuing as work starts on the £1.3m refurbishment of Lands Lane.</span></span><span style="font-size: 10pt">Lands Lane is the latest street in the city centre to be refurbished as part of the council’s ongoing improvement programme, aimed at revitalising the pedestrian area of the city centre. Work started this week and will be completed in the autumn.</span></span><span style="font-size: 10pt">One of the most popular retail streets in the city, Lands Lane will benefit from new York stone paving, new trees and high quality seating. The scheme includes the refurbishment of the lower part of Lands Lane outside WH Smith which represents an exciting opportunity to make the most of one of the city centre’s open spaces.</span><span style="font-size: 10pt">The area will be given a ‘plaza’ feel to make the space feel as large as possible and granite seating will provide shoppers with somewhere to sit, rest and enjoy the hustle and bustle of the area.</p>
<p>As well as Lands Lane, Leeds City Council recently announced plans to refurbish two further streets in the city centre: Bond Street and the pedestrianised part of Kirkgate.</p>
<p>In addition to the paving refurbishment works, plans are also in place for the development and installation of a new city centre on-street walking map and signage system to help visitors, residents and workers alike to find their way around the city centre on foot.</p>

<p>A model of ‘The HESCO Garden’, together with images and supporting information, will be on show in the council ante-chamber from Monday 20th April to Friday 24th April for interested members of the public to drop in and see for free.</p>
<p>The garden, which will compete against the world’s finest designs at the famous horticulture event in London next month, has been created and produced by Leeds City Council’s Parks and Countryside Service and sponsors HESCO Bastion Limited, who are funding this year’s entry.</p>
<p>The theme behind The HESCO Garden is to raise awareness of how to address the problems posed by flash-flooding, which caused considerable damage in Leeds and all over the UK during the extreme floods in the summer of 2007. One of the key aims is to explain how people can make small changes in their own gardens to help limit the effects of climate change and therefore reduce the chances of flash floods occurring.</p>
<p>The garden design is inspired by rain gardens which are popular in America as a way of holding water and releasing it slowly to limit flash flooding. Modelled on a typical Yorkshire garden, the garden draws on a number of different techniques and uses locally-sourced materials combined with plants which flourish in wet conditions.</p>
<p>Aside from raising awareness of the problem for people of all ages, an education project is also taking place at primary schools across the city to teach young people about the water cycle, climate change and why flooding happens.</font></span><span style="font-size: 10pt"><font face="Arial"> </font></p>

<p>The talks aim to seek commitment from the trade unions – Unison, Unite and GMB – to help the council drive forward the changes needed to improve the service. Now refuse collection staff will be invited to discussions and presentations to enable them to find out more about the plans. Staff and unions will be given the opportunity to agree to a package of service improvements.</p>
<p>The city has ambitious recycling targets and aims to be recycling over 50 percent of all household waste by 2020, failure to do this will see the council face financial penalties for continuing to landfill its waste. The council has committed to invest in more services for recycling, worth £5million per year. Council chiefs have advised that current collection costs must be reduced and run as efficiently as possible so that funding can be identified to reinvest in new services.</p>
<p>The council is seeking commitment from the unions and refuse staff to work together with them to make some fundamental changes in order that the council provides residents with a service which is better value for money and flexible enough to meet recycling demands.</p>
<p>Both in-house and independent reviews have identified where significant savings and improvements could be made.</p>
<p>If agreement cannot be reached with unions and staff on the improvement plans, the council will look to invite the private sector to bid to run the waste collection services in Leeds.</font></p>

<p style="margin: 0cm 0cm 0pt" class="MsoNormal"><font face="Arial">That is why local Liberal Democrat MEP Diana Wallis has been working hard to support international action to tackle climate change.<span>  </span>Only a few months ago, a new European wide plan was passed to help clean up por air and water and to tackle the use of dangerous chemicals.</font></p>

<p><strong><font face="Arial">But much more needs to be done.</font></strong><strong><font face="Arial"> </font></p>

<p><strong><font face="Arial">Some Conservatives don’t even believe climate change exists!</font></strong><strong><font face="Arial"> </font></p>

<p style="margin: 0cm 0cm 0pt" class="MsoNormal"><font face="Arial">With the Conservatives stuck in the past and Labour letting us down on almost everything right now, we need new leadership on the environment and the other big issues facing Britain today.</font></p>

<p style="margin: 0cm 0cm 0pt" class="MsoNormal"><font face="Arial">The Liberal Democrats can provide this.<span>  </span>Nick Ckegg has taken the Liberal Democrats to their highest opinion poll rating in years.<span>  </span>On the economy, Shadow Chancellor Vince Cable has a clear vision about what needs to be done to create <strong><span>  </span>green jobs </strong>and get Britain out of recession.</font></p>

<p><span style="font-family: Arial" lang="EN-US"></span><span style="font-family: Arial" lang="EN-US">Jacqui Smith was forced into the shocking admission in response to a Parliamentary Question from Liberal Democrat Shadow Home Secretary Chris Huhne. </span><span style="font-family: Arial" lang="EN-US">The Home Secretary told Mr Huhne that “as at November 26 2008, the youngest person with a profile on the NDNAD was aged under one year and the oldest was over 90 years old.” </span></p>
<p><span style="font-family: Arial" lang="EN-US"></span><span style="font-family: Arial" lang="EN-US">An outraged Mr Huhne responded saying it was “ludicrous” that a baby should be put on the database. “It is illegal, immoral and ineffective to keep the DNA of a baby on a national police database as if they had committed some felony.”</span></p>

<p style="margin: 0cm 0cm 0pt" class="MsoNormal"><font face="Arial">“I am very impressed by the work done by the Leeds Community Trust.<span>  </span>In 2008 they paid out 507 cash grants.<span>  </span>There were also 284 emergency items supplied including items like cookers, fridges, and push chairs.<span>  </span>The list of items lists 36 different sorts.<span>  </span>On top of all this there was help for children who needed a new bed and bedding.”</font></p>

<p style="margin: 0cm 0cm 0pt" class="MsoNormal"><font face="Arial">The Trust looks at each case compassionately, without prejudice, paying careful attention to the number of people who will benefit from their assistance, particularly the children.<span>  </span></font></p>
<p style="margin: 0cm 0cm 0pt" class="MsoNormal"><font face="Arial">The Trust in its Annual Report has stressed that it needs people to be generous in two ways.<span>  </span>Firstly by clearing out cupboards and wardrobes and then donating goods for sale.<span>  </span>Secondly by calling in that their two shops and purchasing something.<span>  </span></font></p>

The Labour Government has taken local decisions away from local people and given power to faceless bureaucrats in Whitehall and the Conservatives won’t give it back to you. Time and time again Labour and Tory proposals have taken power back to Westminster and Whitehall. The Liberal Democrats are different. We believe that local people make the best decisions about their area. We will scrap the &#8216;Whitehall knows best&#8217; rules and targets that mess up and delay decisions about key local issues like housing, and parks, gardens and the countryside. Local people will be set free to make the key decisions about their area and to improve their services, with the money needed to make a real difference switched from the Treasury&#8217;s coffers to local communities.</font></p>

Its founding members were united by a feeling that Moortown residents would be better able to influence decisions on planning and other Council service areas through active work with local residents, elected Councillors and Leeds City Council Officers to ensure that the essential character of the Moortown area is protected and enhanced for present and future generations. </span></font></p>

Design Statements set out not to resolve individual specific planning problems of residents but rather to set down principles for the guidance of developers and planners, an approach successfully used by other like minded voluntary groups such as Adel Association, Far Headingley Village Society, Roundhay Planning Forum and Chapel Allerton Neighbourhood Plan Group (CANPlan). </font></span><span style="color: black"><font face="Arial"> </font></span></span><span style="color: black"> </span><span style="color: black"><span style="color: black"><font face="Arial">Other projects which MCG will be taking forward over the coming months include a &#8216;Moortown in Bloom Project&#8217; and a &#8216;Moortown Litter Action Project&#8217;</font></span><span style="color: black"><font face="Arial"> </font></span></span></p>

			<content:encoded><![CDATA[<p>Moortown &amp; Meanwood Liberal Democrats are asking where their local  MP Fabian Hamilton was on Friday when MPs voted on a new parliamentary bill aimed at ending fuel poverty.</p>
<p>The Bill was just 11 votes short of the number it needed to make progress.</p>
<p>Just one in ten Conservative MPs and one in fourteen Labour MPs were in Parliament to support the Bill. Nearly three quarters of Lib Dems were present but it was not enough to stop the Government blocking the Bill.</p>
<p>Richard Harker, for Moortown Liberal Democrat, said:</p>
<blockquote><p>“The Fuel Poverty Bill was ‘talked out’ by the Government on Friday because not enough MPs turned up to support it. It needed 100 MPs but it only got 89.</p>
<p>“This is a crying shame. With millions of people across Britain struggling to afford to heat their homes, this Bill is desperately needed.</p>
<p>“With such a narrow margin of failure it is really disappointing that our local MP Fabian Hamilton was not in Parliament to support this important Bill.</p>
<p>“The Bill, which is being proposed by Liberal Democrat MP David Heath, would deliver a massive home insulation programme which would halve the energy needed to heat the average home. And it would end the scandal of those who use pre-pay meters – generally the least well-off – paying higher rates for their gas and electricity.<br />
 <br />
“Our best hope now is to put as much pressure as possible on the Government to change their minds and support the Bill. Without government support I am afraid it looks doomed.”</p>
<p>Campaign groups such as Consumer Focus and Age Concern have condemned the Government for blocking the Bill’s progress. Help the Aged have said that, “Millions of older people… will be devastated and dismayed by this result.”</p></blockquote>

The government now has a duty to react accordingly. </span><span style="font-family: Arial"> </span><span style="font-family: Arial"><span style="font-family: Arial">Liberal Democrats have always argued that targets for carbon emissions reductions must be based on science not on politics. <strong>We therefore support the Friends of the Earth campaign for the immediate adoption of a 42% reduction target by 2020. </strong></span><span style="font-family: Arial"> </span></p>
<p></span><span style="font-family: Arial">Liberal Democrats want to create a zero carbon Britain by 2050. <p style="margin: 0cm 0cm 0pt" class="MsoNormal"><font face="Arial">Marketing Leeds announced this week that event organisers had decided that because of the economic turn down Leeds would not be a venue and that they were only going to hold events in London, Edinburgh and Birmingham.</font></p>
<p style="margin: 0cm 0cm 0pt" class="MsoNormal"><font face="Arial">Cllr Harker is urging Marketing Leeds to hold a locally sourced food festival instead.<span>  </span> </font></p>
